🇧🇪 Work Declaration and Checkinatwork for postings to Belgium

When Belgium requires more than the standard posting notification

This article does not concern all business trips to Belgium, but only trips where specific activities fall under Belgian PWN notification rules.

When employees are posted to Belgium, certain activities may require additional obligations beyond the standard posting notification. These are the Work Declaration (Déclaration de travaux / Aangifte van werken) and, in some cases, the Checkinatwork presence registration system.

This article explains when these obligations apply, how they differ, and how WorkFlex supports you.

Why a Work Declaration may be required?

The Work Declaration is a mandatory notification to the Belgian authorities for certain activities carried out in Belgium. It is mainly relevant for:

  • Construction and other immovable-property works, such as construction, renovation, repair, maintenance or installation activities.

  • Certain security and surveillance activities.

  • Certain activities in the meat sector.

The obligation does not apply to every business trip. It depends on the type of activity, the workplace and, for certain works, the value of the project and the subcontracting structure.

The declaration must be completed before the start of the relevant activities. Failure to comply may result in sanctions.

What is Checkinatwork?

Checkinatwork is a separate electronic presence-registration system linked to certain declared workplaces. Presence registration is obligatory:

  • For everyone working on immovable property at a workplace where the total cost of the works is €500,000 or more. A threshold of €800,000 applies to works that began between 1 April 2014 and 29 February 2016. Presence must be registered as soon as the threshold amount is reached — whether that happens at the start of the works or during them.

  • For everyone performing meat-sector activities — the preparation of meat and meat products, and the slaughter and cutting of ungulates, fowl and rabbits — in facilities approved by the Federal Agency for the Safety of the Food Chain (FAVV).

The workplace must already be covered by a Work Declaration before Checkinatwork can apply.

How presence registration works

Where Checkinatwork is required, registration can generally be completed in two ways.

Option 1 – The employee registers themselves

  1. The employee uses the QR code from their Limosa document.

  2. They confirm their presence through the Checkinatwork system. This can also be done before arriving at the workplace.

Option 2 – The Belgian company or site manager registers the employee

  1. A person with access to Checkinatwork registers the employee.

  2. The employee is identified using their Limosa details.

Registration must cover each working day on which the obligation applies, and must be completed before work begins.

How WorkFlex supports you

WorkFlex files the Work Declaration on your behalf. If a trip to Belgium involves any of the activities described above, contact our Support team so we can assess the trip and submit the declaration in time.

As with all posting notifications, please submit the request at least 1 business day before the trip start date.

Note: Checkinatwork presence registration is not handled by WorkFlex. It is completed either by the employee or by the Belgian company or site manager, as described above.
