Power of Attorney documents for A1/Certificate of coverage certificates & Posted Worker notification in the UK 🇬🇧

What do I need to do to grant WorkFlex the rights to request A1/CoC and PWD for my UK entities?

Written by WorkFlex Support Team

To stay compliant during remote work abroad and business trips, social security certificates and local registrations must be arranged before the trip starts. To let WorkFlex apply for A1s, Certificates of Coverage, and Posted Worker registrations on your behalf in the United Kingdom, you'll need to complete the steps below.

Quick overview

There are three documents involved in this process, used at different points:

Document

Purpose

Sent to

1. Power of Attorney (PoA)

Authorizes WorkFlex to act on your behalf with UK authorities

Your Customer Success Manager (CSM)

2. Form CA3821

Confirms to HMRC your company is eligible to apply for A1 certificates

HMRC & Customer Success Manager (CSM)

3. Form 64-8

Authorizes WorkFlex to deal with HMRC directly going forward

Customer Success Manager (CSM)

Steps 1 and 3 can be started at the same time; as it requires the filing and signature of the same person (legal representative). It is preferable to start step 2 as soon as possible as it has a long processing time.

Step 1: Complete and submit form CA3821 to HMRC

Before WorkFlex can apply for an A1 Certificate, HMRC must confirm your company is eligible. This form gets you that confirmation.

  • Complete: Form CA3821, either electronically or by hand.

  • Submit to HMRC:

    • Electronic submission: follow HMRC's instructions for submitting online.

    • Postal submission: send it to the HMRC address listed on the form.

  • Submit: send a copy of the application form to your dedicated Customer Success Manager.

Typical HMRC processing time can vary, it normally takes up to 60 days to receive an eligibility confirmation letter.

Step 2: Sign and submit the Power of Attorney (PoA) to WorkFlex

This authorizes WorkFlex to act on your behalf when dealing with UK authorities.

  • Sign: an authorized representative of your organization must sign it.

  • Submit: send the signed copy to your dedicated Customer Success Manager.

Step 3: Fill and sign form 64-8:

· Download: Form 64-8

· Fill & Sign: It authorizes WorkFlex to deal directly with HMRC on UK social security certificates. Just fill in your company's details — no boxes need to be ticked.

· Submit: send the signed copy to your dedicated Customer Success Manager.

Step 4: Receive your eligibility confirmation and share it with WorkFlex

Once HMRC processes your CA3821 form, they'll send you a letter confirming eligibility within 60 days of submission.

  • Receive the eligibility confirmation letter from HMRC.

  • Forward the letter to your Customer Success Manager.
