Companies are required to obtain a Norwegian organization number and login credentials for the designated portal in order for WorkFlex to be able to submit PWD notifications on their behalf. Additionally, your employees must obtain a D-number. This guide will walk you through the application process.


Foreign business registration in Norway

Foreign companies intending to conduct commercial activities in Norway, whether for specific projects or on an ongoing basis, are required to have a Norwegian organization number.

1. Understand the requirements

Foreign companies wishing to conduct business activities in Norway must:

  1. Register with the Brønnøysund Register Centre to obtain a Norwegian organization number.

  2. Appoint a contact person with a Norwegian national identity number or D-number (additionally, a D-number will have to be requested if you don't have one yet).

  3. Fulfill specific documentation requirements for registration.

2. Complete form BR-1080

To register the company, complete the Coordinated Register Notification (Form BR-1080) for Norwegian-registered foreign business enterprises (NUF). This form requires:

  1. Address: Provide the Norwegian address for the branch or the European one in case of not substantial presence in Norway.

  2. Information about the contact person: The contact person must have a Norwegian ID or D-number. If the contact person does not have a D-number, it must be applied for using Form BR-1015. This person should also send a certified copy of his/her passport.

  3. Type of business and purpose: Clearly state the nature of the business activities in Norway.

  4. Proof of registration from the home country: Provide a registration certificate from your country’s business register. Accepted languages include English, Norwegian, and other Nordic languages.

3. Apply for a D-Number (if required)

If your appointed contact person lacks a Norwegian ID, submit Form BR-1015 to apply for a D-number. Please note the form is used by foreign nationals who do not already have a Norwegian personal ID number or D-number, but who need a D-number at the same time as registration with the Brønnøysund Register Centre. This form must be submitted together with Form BR-1080. Ensure the following:

  1. Complete all sections of Form BR-1015.

  2. Include an original notarized copy of the contact person’s passport, certified by a notary.

  3. Attach Form BR-1080 and the proof of registration from the home country.

4. Pay the registration fee

Registration in the Central Coordinating Register for Legal Entities and the Register of Business Enterprises incurs a fee.

5. Await confirmation

After submission:

  1. You will receive confirmation of the company’s registration along with the assigned Norwegian organization number.

  2. A D-number, if applied for, will be sent separately by the Norwegian Tax Administration. For queries regarding the D-number’s status, contact them directly at The Norwegian Tax Administration.

Additional notes

  • Posting workers to Norway: If you are posting workers temporarily to Norway, ensure compliance with reporting duties in the Assignment and Employee Register. This is regulated by the Norwegian Tax Administration.

  • Document submission: Ensure all required documents, including notarized passport copies and business register certificates, are submitted correctly. Missing documents may delay processing.

  • Electronic changes post-registration: After initial registration, further changes can be made online using a Norwegian electronic ID.

Requirements for the D-Number

In Norway, there are two types of identification numbers: national identity numbers and D-numbers. The identification number you receive as a foreigner depends, among other things, on how long you plan to stay in Norway.

You can obtain a D-number if:

  • You plan to stay in Norway for less than 6 months.

  • You plan to stay in Norway for more than 6 months, but do not meet the requirements for the allocation of a national identity number.

For an assignment to Norway, applying for a D-number is required – even if the stay lasts only one day. This process cannot be done online and requires the personal identification of the employee before the authorities. (If the employee is to provide services in a security-sensitive facility, registration must be completed at least one day before the start of work. In all other cases, registration can also take place during the assignment.)

During the appointment with the authorities to obtain the D-number, the employee must submit the following documents:

  • A valid passport or an EU/EEA ID card with a photo, showing nationality and gender.

  • The completed form RF-1209 "Application for Tax Deduction Card for Foreign Nationals".

  • An employment contract or a written job offer. If you work for an EU/EEA company and have been assigned to Norway, a secondment agreement must also be provided.
