This article is only relevant when the country in which the employee pays their social security contributions (home country/payroll country) is Norway.
Applying for A1 certificates in Norway is done through NAV, the Norwegian Labour and Welfare Administration.
Processing can take around 1 week, so it’s important to start early. The main challenge is that WorkFlex can only submit applications once your company has provided a Power of Attorney (POA) and completed the necessary authorization on Altinn and once the employee has signed a PoA authorizing WorkFlex to apply on his behalf.
✅ What you need to do
1. Sign a Power of Attorney (POA)
Please sign it and return it to us.
2. Authorize WorkFlex on Altinn
Please follow the step-by-step guideline on how to grant WorkFlex access to submit A1 applications via Altinn.
3. Complete Employee Power of Attorney:
Employees are required to sign a PoA as required by NAV to authorize WorkFlex to apply and receive A1 certificates on their behalf.
4. Submit the application via WorkFlex
Once the POAs,and Altinn authorization are in place, WorkFlex will submit the A1 request via Altinn on your behalf.
⚠️ Key points to bear in mind
Inconsistent processing timeline; we are working with authorities to improve this.
A POA is always required.
Altinn authorization is mandatory for successful submission.
Employee PoA is a requirement by NAV.
👉 Once these steps are complete, WorkFlex will handle the entire A1 application process on your behalf.
