Applying for A1 certificates in Norway is done through Altinn, the Norwegian online portal for social security and employer submissions.
Processing can take ~6 months (!), so it’s important to start early. The main challenge is that WorkFlex can only submit applications once your company has provided a Power of Attorney (POA) and completed the necessary authorization on Altinn.

Sign a Power of Attorney (POA)

Authorize WorkFlex on Altinn
We will provide a step-by-step guideline for granting WorkFlex access to submit A1 applications.
Complete the employer questionnaire
Provide required details including headcount (administrative, operational, etc.) and other relevant company information.
Submit application through WorkFlex
Once the POA, Altinn authorization, and questionnaire are in place, WorkFlex will submit the A1 request via Altinn.
