🇫🇮 Authorizing WorkFlex for A1 Applications in the Finland

What do I need to do to grant WorkFlex the rights to request A1/CoC and PWD for my Finnish entities?

This article is only relevant when the country in which the employee pays their social security contributions (home country/payroll country) is Finland.

Applying for A1 certificates in Finland is digitally sent to the Finnish social security agency.

Processing times are usually around 2–4 weeks, though it may take longer depending on the case. The process is quite straightforward.


✅ What you need to do

1. Sign a Power of Attorney (POA) and an employer document
We will provide you with a POA template. Please sign it and return it to us.

2. Give mandate to WorkFlex on Suomi.fi

To be able to request A1 certificates for you, we will also need a mandate for the Suomi.fi. There are two ways you can offer a mandate:

a) With your own Suomi.fi access: By offering the mandate yourself with your entity's Suomi.fi account.

2- Select “Grant a mandate”

3- Click “Add Person”

4- Click “Add Foreign Person” and enter our UID: 663689688S

5- In mandate themes, search for “Handling social security matters relating to work in other countries”

6- This page will pop up, click next

7- Add Validity dates

8- Click “Validate”

b) Alternatively, WorkFlex can request a mandate for you online once you provide us with your Finnish business ID. You can confirm it by following the steps below:

  • log in to Suomi.fi.

  • Navigate to e-Authorizations > Received mandate requests > Select Pieter Manden > Validate Mandates for the selected

If WorkFlex is only to do the PWD notifications

Should you only want WorkFlex to do the necessary PWD notifications please take this template. The step with Suomi.fi is not necessary herefore:


⚠️ Key points to bear in mind

  • A POA is always required.

  • If you have more than one entity in Finland, mandate should be granted to each one

👉 Once these steps are complete, WorkFlex will handle the A1 application process fully on your behalf.
